An energy renovation delivers its intended result when the specified solutions are also built correctly. At Toldy Construct, we provide technical supervision for renovation projects: we represent the client, inspect the work and keep a traceable record of our findings. Involving us during preparation makes it easier to address incomplete specifications and a poorly coordinated sequence of work before they become site problems.

Wekerle Plusz: preparing the technical scope

According to the official information available on 28 October 2026, the Family House Programme is scheduled to start in February 2027. Its announced conditions include energy certificates before and after renovation, invoices and at least 30% energy savings. Our separate Wekerle Plusz guide explains the financial outline and known limitations.

Technical preparation does not establish funding eligibility or automatically make previously started work eligible. Orders and construction dates must also be checked against the programme rules that actually apply. We can help define the technical scope, the investigations needed and the inspection stages.

We start with the existing building

We review the available drawings, cost plan and known defects. The cause of water ingress, damp walls, a damaged substrate or cracking needs to be understood before insulation is installed. Where opening-up work, structural assessment or specialist design is necessary, we bring it to the client’s attention.

We review the interfaces between trades with the designers and energy specialist. New windows, insulation, heating and ventilation affect how the building performs together. An appropriately authorised energy assessor verifies the energy result; technical supervision checks whether construction follows the approved technical specification.

What we inspect before work is covered up

Alongside the inspection frequency required by law and the appointment, we schedule visits around critical stages. We agree with the contractor when work must be presented for inspection before the next operation conceals it.

  • Façades and plinths: the substrate, specified system components and supporting documents, junctions and details vulnerable to thermal bridging.
  • Windows: position, fixings, seals, sills and connections to the insulation system.
  • Roofs and floors: the specified build-up, insulation continuity, penetrations and drainage details.
  • Building services: conformity with the design, access for maintenance, and records of required tests, balancing and commissioning.

From an observation to a verified repair

We record discrepancies against a location and construction stage, using photographs where useful. We identify the action required and check the repair. Material substitutions also need a traceable design approval and client decision; a lower price or shorter delivery time does not demonstrate equivalent performance.

For example, a completed window replacement may still contain a defective junction if nobody inspected the sealing before the finishing layer was applied. The timing of an inspection is therefore often as valuable as the inspection itself. Thermography or other measurements can supplement a survey where appropriate, but require suitable conditions and competent interpretation.

Handover: clear records and a usable building

Within the agreed scope, we check progress and completed quantities, prepare a defect schedule and follow up remedial work. We review product documentation, test records, operating and maintenance instructions and records of the completed installation. Invoices and the work actually carried out need to correspond.

Toldy Construct helps make the technical delivery of your renovation transparent and verifiable. Our proposal sets out the inspection scope, schedule and reporting arrangements. Funding approval and acceptance of eligible costs remain decisions for the relevant financing institution; a technical supervision appointment does not replace them.
