Building a new home means keeping track of design, cost, deadlines and workmanship at the same time. Toldy Construct provides technical supervision on the client’s side: we inspect construction, identify discrepancies and support a documented technical handover.
Technical oversight alongside the financing
The Wekerle Plusz purchase and construction loan, launched on 28 October 2026, can also support the financing of a newly built home. It is a separate programme from energy renovation. Our Wekerle Plusz guide and calculator provide an introduction to the financial conditions and preliminary estimates.
A bank’s progress inspection forms part of its lending process. The client’s technical supervisor examines compliance with the design, workmanship and contractual delivery. These are different tasks: a loan disbursement does not mean that every structural or building-services detail has been checked for quality.
We can join before the construction contract is signed
We review the technical scope, available drawings, priced proposal and delivery stages. We help identify missing items, ambiguous responsibilities and unresolved interfaces between trades. Clarifications that need a designer’s input are best resolved before construction starts.
Our appointment defines the scope, specialist involvement, site attendance and reporting. Whether a technical supervisor is mandatory depends on the rules applicable to the project. For example, work requiring a construction log may require one when several main contractors are appointed; this is different from a single main contractor employing several subcontractors.
Inspection stages from foundations to finishes
- Foundations and load-bearing structures: conformity with the design, conditions before concrete is placed, required testing and material documentation.
- Waterproofing and the building envelope: below-ground elements, roofs, terraces, penetrations and window interfaces.
- Mechanical and electrical installations: positions shown in specialist designs, conditions before concealment and records of required measurements, tests and commissioning.
- Finishing work: surfaces, floor and wall finishes, doors and fittings, access, operation and the agreed standard of workmanship.
We coordinate inspections with the construction sequence while maintaining the statutory and contractual frequency. Defects should be identified while the work remains accessible. A technical supervisor does not replace the designer or the contractor’s responsible technical manager: their responsibilities and decision-making authority remain distinct.
Changes, progress and payments
Materials, details and client requirements often change during construction. We check that the revised scope, approvals and implications for cost and time remain traceable. Resolving a change before installation usually creates less uncertainty than a later dispute over what was ordered.
Within the agreed certification scope, we compare site progress with the contract and claimed quantities. We record omissions and objections in writing. This gives the client technical evidence to inform payment decisions without overriding the bank’s own valuation or disbursement requirements.
We also assist buyers of newly built apartments
If you are buying from a developer rather than commissioning construction yourself, the appointment has a different scope. We can carry out an agreed technical inspection and prepare a pre-handover defect schedule. The areas available for inspection, site access and documents to be supplied must be agreed with the parties in advance.
A single visit to a completed apartment cannot establish the condition of every concealed element. We make those limitations clear in our findings. If you are commissioning your own home, this is a reason to appoint Toldy Construct before construction begins.
Handover extends beyond listing defects
We support handover with an itemised defect schedule, named responsibilities and agreed repair dates, followed by reinspection within our appointment. We review test and commissioning records, as-built documents, operating instructions and warranty records. Our aim is to give you organised technical information on which to base your acceptance decision.
Building or buying a new home? We represent your technical interests.
Let us review the plans, construction schedule and access needed for inspections. We will tailor our proposal to the actual project scope.
