Climate adaptation is a design, regulatory and economic task. Heat, extreme rainfall and water scarcity call for long-term decisions. A building’s expected life usually extends beyond an investment or political cycle.
Germany: a national adaptation framework
Germany’s Federal Climate Adaptation Act entered into force on 1 July 2024. It establishes a strategic framework for federal, state and municipal adaptation work. The strategy adopted in 2024 also sets measurable goals.
This does not automatically impose identical assessments or green-space quotas on every new building permit. Local and project-specific requirements must be identified separately. The strategic framework and an individual permit operate at different levels.
Local rules and professional standards
International comparisons need to distinguish legislation, technical standards, voluntary certification and funding conditions. A professional recommendation does not automatically create a universal legal obligation.
The same approach is useful when considering Switzerland: identify the local rules and professional requirements that actually apply to the development. Citing a standard’s number is insufficient to establish a nationwide obligation.
Singapore: designing water and public space together
Singapore’s PUB launched the ABC Waters programme in 2006. It links water-quality improvements and public spaces by integrating drains, waterways and reservoirs with their surroundings. The associated certification scheme began in 2010, a different date from the programme’s launch.
The lesson is integrated design: drainage, water retention and public-space use should be considered together. The programme does not, by itself, establish identical funding or tax incentives for every development.
Lessons for Hungary
A Hungarian project should start from the building, planning and environmental requirements applicable to its location and timing. An older legislative reference alone cannot establish present compliance.
Policy assessment should ask how effectively requirements and incentives support local risk assessment, measurable objectives and operational monitoring. This is more useful than simply comparing the number of rules.
The cost of prevention and delay
Adaptation measures should be assessed against expected damage, comfort, usability and life-cycle costs. Not every measure has the same return, but ignoring risk is also an economic decision with consequences.
Architecture that remains useful over the long term needs technical expertise, predictable regulation and suitable economic incentives working together.
